Governor Gilmore Taps David Anderson to
Chair Hammond Commission on Community Servies and In-Patient Care
RICHMOND- Governor Jim Gilmore today announced that David Anderson will chair
the Hammond Commission on Community Services and In-Patient Care. Anderson, former Counsel
to Governor Gilmore and Director of Policy, will take over for Catherine Hammond, who was
recently appointed by the Governor to the 14th Circuit Court in Henrico County.
"My administration is committed to improving the mental health system in
Virginia," Governor Gilmore said. "I have full confidence in David Anderson to
lead this important commission into the 21st century."
David Anderson is currently a partner with the Richmond-based law firm of McGuire,
Woods, Battle & Boothe. Anderson previously served the Commonwealth as Chief Deputy
Attorney General. He has held several positions at the national level as well, serving as
Minority Chief Counsel for the Committee on the District of Columbia of the U.S. House of
Representatives; Deputy General Counsel of the U.S. Sentencing Commission; and Chief
Counsel and Staff Director for the U.S. Senate Judiciary Subcommittee on Courts. He
received his Bachelor of Arts degree from Dartmouth College, and later earned his juris
doctor from George Washington University.
Formed in 1998, the Hammond Commission on Community Services and In-Patient Care is
reviewing recommendations for improving the quality of care for patients, and several
other studies. The Commission members will also advise the Governor of new management,
operational, and training improvements to refine current services. In addition, the
commission will propose new laws or initiatives to promote delivery of high-quality
services and identify methods to build a constructive role for the private sector.
